It runs on your iOS device and supports AirPlay mirroring, so you will be able to view webpages directly on your Apple TV.

With this app, you get to use your iPhone/iPad as an input device to use your HDTV to browse the web, share webpages with others, and more. Its trackpad and controls will be on your Apple device, so you can get the most out of your browsing experience. Not all iOS devices are supported but as long as you have an iPad mini, iPad 2, iPhone 4s, and iPod Touch 5 or later, you should be covered. An Apple TV 2 or later is required to use this app.

AirWeb looks quite decent and makes it easy to browse websites on your large HDTV. Of course, if your iOS device can’t open a webpage, you are out of luck. Nevertheless, the app does the job.
